Gimp
Gimp is a GNU (GNU's Not Unix!) image manipulation program.
With GIMP you can do tasks like photo retouching, image composition and image authoring and much more!
According to me, it's the best alternative software to Photoshop because of it's easy-to-learn interface.

Paint.NET 
Paint.NET is known mostly for it's small size and various features.
It features an intuitive and innovative user interface with support for layers, unlimited undo, special effects, and a wide variety of useful and powerful tools.
